EDMONDS — Two people are now charged with felonies after they allegedly were spotted earlier this month smoking methamphetamine in car with a toddler.
Detectives reported seeing the pair passing each other a pipe while they were parked outside the Westwood Place Apartments on Edmonds Way. The officers then noticed a pair of small hands moving in the backseat.
The child was buckled into a car seat. The car windows were partially down and officers could see that as the couple exhaled some of the smoke remained inside the car.
The two were arrested and booked into the Snohomish County Jail.
Prosecutors have charged Jacob Horowitz and Jeanie Brewer, both 24, with endangerment with a controlled substance. It is against the law to expose children to meth, or ingredients being used to make the drug.
The pair allegedly admitted that they were smoking meth in the presence of Brewer’s 16-month-old child. Detectives found a glass pipe and .7 grams of suspected heroin in the vehicle. The substance was shipped to the State Patrol crime lab for testing.
The girl was placed in the custody of her grandmother and taken to a hospital for an evaluation, Snohomish County deputy prosecutor Katie Wetmore wrote.
At the time of his arrest, Horowitz, a convicted felon, was under the supervision of the state Department of Corrections. He had warrants for failing to report.
Brewer also was wanted for a misdemeanor warrant.
