Woman arrested for stealing from Monroe PTA accused of more

EVERETT — A woman already under investigation after money went missing from a Monroe PTA is now accused of stealing from another nonprofit.

Jeannine M. Hall, 44, was arrested last week for investigation of first-degree theft and later released on her personal recognizance.

She was treasurer of the Stillaguamish Valley Horsemen club from 2013 until January. Detectives with the Snohomish County Sheriff’s Office alleged that the suspect changed the PIN codes at the bank without the consent of the organization’s board of directors. That way, they wrote, she would be the only person who had access to the bank account.

Hall is accused of taking out unauthorized withdrawals at the Tualip Casino that totalled more than $8,700. The club reported to detectives that it is missing more than $19,000.

Her attorney told detectives that she would not be answering any of their questions.

In a separate case, Hall was arrested in January after a Monroe police investigation into money reported missing from a Park Place Middle School PTA account. Hall once served as that nonprofit group’s treasurer. The group’s bank account had been changed to a sole signer account and it had a debit card, according to a police report.

An audit turned up red flags, including unaccounted ATM withdrawals. Many occurred at the casino, according to the police report. In all, there were 40 withdrawals totalling more than $13,000.

The suspect allegedly admitted to using money for gambling and other expenses, police wrote.
