Arlington man to be extradited in Minn. sex-abuse case

EVERETT — An Arlington man was being held without bail Friday awaiting extradition to Minnesota, where he is accused of sexually abusing a girl he met online.

Cheyenne Cody Vedda Foster, 19, is charged with two felony sex crimes. Minnesota prosecutors say he met a 13-year-old Stillwater girl online late last year and convinced her to enter into a “contract” that included her engaging in sexual activity and sending him nude photos.

The girl also said that at Foster’s urging she choked and otherwise harmed herself physically, according to court papers.

She reportedly agreed to call herself “Kitten” and call Foster “Hero,” or “Daddy,” according to Minnesota officials.

Investigators said in court papers they believe “this may be a copycat from the character in the novel and movie “50 Shades of Grey,” where the dominant male character uses a contract and rules to control a submissive female.”

The girl’s parents reportedly contacted Foster after they learned of the alleged contact. They went to authorities in March.

Foster reportedly knew of the investigation but in September was still directing the girl to engage in sexual activity, court papers said.

Stillwater Police and Snohomish County sheriff’s detectives arrested Foster Wednesday at his Arlington home. An interview with him leads investigators to believe that there may be additional victims around the country, police said.

The case remains under investigation.
