County deputy director named president of state engineers association

EVERETT — The deputy director of Snohomish County’s Public Works Department has been appointed the new president of the Washington State Association of County Engineers.

Owen Carter has worked as the public works department’s deputy director and county engineer for nearly a decade.

Carter said he will use his leadership role at the association to work on legislative initiatives that will benefit Washington counties. He also wants to promote innovation in engineering technology and software throughout the state.

His appointment as president comes as the state association prepares to host the National Association of County Engineers’ annual conference next April in Tacoma. He has previously served as the organization’s vice president, secretary and treasurer. WSACE recognized him as the County Engineer of the Year for 2013.
