Snohomish PUD chooses general counsel to be interim manager

EVERETT — Snohomish County Public Utility District commissioners have picked the district’s top attorney, Anne Spangler, to be the interim general manager.

Spangler will take over while the PUD searches for a permanent successor to outgoing general manager and CEO Steve Klein, who is retiring at the end of April.

She has been the PUD’s general counsel since 2008. Before then, she was chief counsel for Tacoma Public Utilities. She has 22 years experience as an attorney and has worked for City of Tacoma Public Works Department, the Seattle City Attorney’s Office and the Washington State Attorney General’s Office.

The commissioners voted 3-0 to offer the interim position to Spangler. PUD staff members now must draft a formal contract offer, which the commissioners plan to vote on at their April 21 meeting.

The PUD needs “someone who can maintain the day-to-day operations and keep the ship going” while it looks for a new CEO, Commissioner Kathleen Vaughn said.

The PUD has started a national search for Klein’s successor.

Hopefully, they will find the right candidate by the end of August, Vaughn said. “It may be quicker.”
